In an\u00a0earlier\u00a0allocation of funds for pre-1991 regions and those created\u00a0by\u00a0successive\u00a0Somaliland\u00a0administrations\u00a0for political and resource allocation\u00a0reasons Sool received 5 % \u00a0of Somaliland Development Fund.\u00a0\u00a0A summary of allocations posted in\u00a0Somaliland Developlemt Fund website \u00a0shows \u00a0that US $ 3, 797379 \u00a0has been allocated for health and education projects in Sool<\/a>\u00a0. This means Somaliland Development Fund allocation for Sool has increased by 500 percent. The increase means more\u00a0political\u00a0capital for \u00a0Saleebaan Isse, the Minister for Health, \u00a0who hails from Las Anod. His ministry will manage the health \u00a0budget\u00a0allocated\u00a0for\u00a0Sool, and he will take credit for negotiating a \u00a0far better deal for Sool than\u00a0\u00a0the\u00a0previous\u00a0allocation from SDF.<\/a><\/p>\n

What makes the new SDF \u00a0allocation\u00a0different\u00a0from the earlier one is that more funds\u00a0have been centrally allocated. Those funds will\u00a0benefit\u00a0ministries\u00a0and\u00a0agencies\u00a0based in Hargeisa.\u00a0 This\u00a0makes \u00a0comparison\u00a0of \u00a0funds by region difficult\u00a0but SDF\u00a0Joint \u00a0 Steering Committee is \u00a0commendable\u00a0 for publishing details\u00a0about fund allocations.<\/p>\n

A major task awaiting Sool\u00a0politicians\u00a0in Hargeisa is to\u00a0translate\u00a0fund\u00a0allocation increase for Sool \u00a0into \u00a0projects that benefit\u00a0all social groups in Sool\u00a0particularly\u00a0occupational\u00a0social\u00a0groups.<\/div>\n

The plight of minorities in Sool is not\u00a0different\u00a0from that of minorities in other parties of Somalia.<\/div>\n
